COTA POSITION DESCRIPTION

We need an HR Recruiter temp. This position would be 40 hours/week, on site M-F during standard business hours usually but with the flexibility to work some evenings or early mornings based on business needs.

POSITION SUMMARY

COTA's Human Resources Recruiter performs professional work sourcing, recruiting, and screening quality candidates for all vacant positions within the organization. Provides overall professional support to various Human Resource and employee programs and onboarding. Ensures compliance with all COTA regulations, policies and all applicable employment laws.
Performs duties in alignment with the 2019 - 2024 COTA Strategic Plan and in support of the organization's vision To Move Every Life Forward.
ESSENTIAL JOB FUNCTIONS
  • Administers the employment/staffing function of the organization by ensuring staffing goals are consistently met through the development and implementation of best practice recruiting strategies. Recruits, interviews and screens applicants for all vacancies within the organization;
  • Reviews resumes and applications to identify qualified candidates for open or new positions, conducts screening interviews and pre-employment tests, completes reference and background checks, and forwards qualified job candidates to the appropriate hiring manager;
  • Responsible for internal and external job postings, advertising, screening interviews and required testing, college relations, affirmative action efforts, and applicant tracking;
  • Completes and processes new hire in-service information, issues photo identification cards, schedules pre-employment physicals and exams, works closely with appropriate departments concerning incoming employees; coordinates with Employee Development for new hire orientation;
  • Holds pre-employment briefings and informational sessions for various positions as needed;
  • Ensures new employee files are complete, forwards all necessary HRIS information for hire to HR Coordinator for processing and entry into HR database in a timely fashion;
Participates in Human Resource projects, such as researching best practices related
  • to current Human Resource issues, policies and programs; develops and produces various reports; develops staffing and briefing materials; plans, prepares materials and participates in special events or programs;
  • Performs 360 interviews with recently recruited staff as part of the onboarding program;
  • Attends local recruitment and job fairs on COTA's behalf; and

OTHER JOB FUNCTIONS
  • Develops/manages job applicant channels, reaching out to protected class individuals and military veterans;
  • Provides recruitment support to other Human Resources team members for staffing needs;
  • Ensures that the recruitment practices adhere to federal and state labor laws and COTA policies;
  • May assist with employment verifications as needed;
  • May conduct exit interviews as needed;
  • May assist in the coordination or facilitation of New Hire Orientation;
May be required to be available through a mobile device via voice
  • and/or data during and outside of normal working hours, at the manager's discretion, and must respond within a reasonable timeframe;
  • Regular, predictable and punctual attendance required; and
  • Performs other duties as assigned.

MINIMUM EDUCATION AND EXPERIENCE REQUIRED
  • Requires a Bachelor's Degree in Human Resources, Business Administration, or a related field and five (5) years of experience in the Human Resources field, specifically in the areas of staffing/recruitment; or an equivalent combination of education and experience.

KNOWLEDGE, SKILLS & ABILITIES
  • Knowledge of federal and state laws and regulations pertaining to employment;
  • Knowledge of employment law, specifically as relates to staffing;
  • Skills in verbal and written communication;
  • Skills in research and analysis;
  • Ability to deal with sensitive employment matters and maintain confidentiality; and
  • Ability to perform statistical analysis.

PHYSICAL REQUIREMENTS

This position requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body and the following additional physical abilities:
  • Hearing 1: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.

  • Visual Acuity 1: Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.

  • [E-R] Essential (REMOTE) Employees: Employees designated as [E-R] are required to telecommute and remote-in to work. [E-R] employees shall not physically report to work, but are expected to perform duties as assigned from a remote location.
