The Maintenance Worker position performs a variety of skilled maintenance and repair tasks within Lake Forest Park's streets, roads, storm water facilities, parks, and/or City facilities. This position assists in the oversight of the work performed by temporary/seasonal employees and volunteers doing installation, repair, new construction, program support activities, and maintenance work, or may function independently to perform tasks after receiving direction.

Because of the small size of the City staff, each employee is expected to perform a wide range of field duties as may be required from time to time. This position is eligible to earn overtime for hours worked over forty (40) per workweek and is covered under Teamsters Local 117 collective bargaining agreement.

Typical work schedule is Monday - Friday, 7:00am - 3:30pm. Frequent evening, night and weekend work required, as well as call-out services as directed.
Note: A valid Washington State Class "A" CDL license is required upon hire date.

  • Inspect, clean and maintain sewer lift stations weekly; flush down sides, and check pump times. If problems are detected, reports finding to Maintenance Lead and/or Superintendent. Performs maintenance of the streets, parks, storm-water system, City facilities and all owned city property using current maintenance practices; Run the Mission/Scada lift station telemetry and communication operating system.


  • Provides 24-hour response to emergencies, snow/ice removal, flooding, and other natural disaster and weather events. Assists with the response to traffic accidents, pollutant spill investigations, spill clean-up, elicit discharges and all associated reporting and enforcement. Responds to public inquiries and complaints.


  • Operates construction equipment and heavy machinery. Ensures proper and safe operations.


  • Works with other maintenance staff in making repairs, performing traffic control and flagging, transporting materials and equipment, and other duties as directed. Performs construction, landscaping and facility maintenance work in accordance with sound safety practices. Conducts routine visual inspections and deficiency reporting of City infrastructure including, but not limited to streets, street signs and signals, parks, sanitary sewer, storm-water systems, city facilities, and all owned city property and Rights of Ways.


  • Spread asphalt in patching and repairing streets; use concrete cutting equipment, pour and finish concrete, install and repair drainage pipe and vegetation control.


  • Maintain City right-of-way property; mow, cut brush, and perform shoulder maintenance. Apply OSHA (Occupational Safety and Health Administration) and WISHA (Washington Industrial Safety and Health Act) safety standards to assure safe working conditions for both City staff and the public.


  • Setup and remove barricades, traffic cones or similar objects in compliance with Manual on Uniform Traffic Control (MUTCD) standards.


  • Attend and successfully complete all City and departmental trainings within required timeframes.


  • Conduct field investigations based on citizen complaints and/or work requests; reports findings and recommendations to supervisors. Maintain positive public relations with citizens requesting work.


  • Perform equipment and vehicle maintenance and repair keeping all equipment in clean and safe working condition.


Education and Experience

Required:
  • Highschool diploma or equivalent.
  • At least 18 years old upon hire date.
  • Valid Washington State Class "A" CDL license upon hire date.
  • Valid Washington State Driver's License upon date of hire and the ability to maintain insurability with the City.
  • Flagging card within six months from hire date.
  • CPR, First Aid & AED certification within six months from hire date.

Preferred:

  • At least five years prior Public Works maintenance experience

Working Conditions / Physical Requirements

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

Work is performed primarily in outdoor settings. Hand-eye coordination is necessary to operate computers and various pieces of maintenance equipment. While performing the duties of this job, the employee often works near moving mechanical parts or in outside weather conditions. The employee is exposed to cold, wet and/or humid or hot conditions, fumes, toxic or caustic chemicals.

While performing the duties of this job, the employee is required to: Perform heavy manual labor in all weather conditions. This may include physically strenuous labor, continuous or repetitive movements; skillful, controlled manipulations of small objects; fine, highly controlled muscular movements to adjust the position of a control mechanism; bending or stooping repeatedly or continually over time; working in small cramped spaces; climbing ladders or steps; walking on rough, uneven ground; and performing other physical tasks as required of the position. Required to sit, talk, and hear; frequently required to use hand tools which require repetitive arm, wrist and hand movement. Occasionally required to stand and reach with arms and hands, climb, balance, stoop, kneel, crouch, bend or crawl. Specific vision abilities include close, distant, color, and peripheral vision, depth perception and to adjust focus, talk and hear.

The employee must lift and/or move up to 50 pounds in a variety of indoor and outdoor conditions and terrain as well as perform a variety of physical tasks and heavy labor. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and the ability to adjust focus.

Duties are performed primarily outdoors in a variety of terrains, under a variety of weather conditions, including sun, rain, wind, mud, and snow, for periods of approximately eight hours/day. Duties are frequently performed working alone, but may sometimes be performed as part of a work team. Conditions at work sites might include falling objects, loose footings, loud noises, construction equipment, and working in right-of-way, traffic, or roadways.

SPECIAL REQUIREMENTS:

Ability to conform to drug and alcohol testing requirements under the federal Omnibus Transportation Employee Testing Act of 1991. Applicants may be subject to pre-employment drug and alcohol tests and physical examinations. Applicant is required to provide a DOL Abstract for the past three years....
